Part-time County Veteran Service Officer

On behalf of the Huron County Veteran Service Commission, honorably discharged veterans are invited to apply for the part-time position of County Veteran Service Officer. The position will be posted until it is closed for applications at 16:00 on Friday, Oct. 13, 2023. Job Responsibilities: Under the administrative direction of the Huron County Veteran Service Commissioners, provides assistance to Veterans and /or their dependents interested in receiving Veteran benefits or services; performs duties as required.

Qualifications: Must be an honorably discharged Veteran with completion of a full term of Active Duty Military Service for other than the training or honorably discharged for a service- connected disability. (For employment purposes for this job, a General Discharge under honorable conditions is NOT equivalent to an Honorable Discharge.) Must have a high school diploma or equivalent. A college degree will be considered preferred especially if in Business Administration or Social Sciences. Experience with and a working knowledge of personal computer. The ability to perform minor programming duties will be considered preferred.

Job Duties:

  1. Provide information, advice and assistance concerning veteran benefits to persons who contact the Huron County Veteran Service Office.

2. Assist Veterans and/or their dependents in completing forms and applications and with securing the required evidentiary documents that determine entitlement, so that proper filling of claims is made.

3. Conduct personal interviews with Veterans and/or their dependents to determine their true financial situation and eligibility for the receipt of financial assistance under Veteran Service Commission guidelines.

4. Refer to Federal, State and/or Local agencies when potential eligibility for non- USDVA benefits is indicated.

5. Investigate and verify the accuracy and honesty of financial information provided by applicants for financial assistance.

6. Establish and maintain good public relations with the Veteran community and the general population of the county.

7. Disseminate information to the Veteran Community, Veteran Service Organizations and the general public of the county on a regular basis in the form of a quarterly newsletter, speaking engagements and press releases to the media.

8. Operate computer and maintain computerized records covering the Veterans of the county, to include minor computer programming changes as necessary.

9. Become accredited by the United States Department of Veteran Affairs, National Associations, Ohio Department of Veterans Service Organizations to certify documents and to efficiently develop and process Veteran claims for benefits.

10. Maintain membership in the National Association of County Veteran Service Officers and the State Association of County Veteran Service Officers.

11. Attend seminars sponsored by United States Department of Veteran Affairs, Ohio Department of Veteran Affairs, National Association of County Veteran Service Officers to maintain current information concerning changes in procedure and/or legislation for veteran benefits.

12. Conduct away-from-the-office interviews during outreach visits required for disabled or housebound Veterans or their dependents.

13. Attend the twice-monthly meeting of the Veteran Service Commission to present requests from Veterans for financial assistance and to answer Commission member questions concerning the results of investigations made into these requests.

14. Make reports about the previous months business as requested.

15. Establish programs of outreach and coordination with other agencies to enhance available services to veterans within the county

16. Maintain regular and predictable attendance

Knowledge, Skills and Abilities:

  1. Thorough knowledge of procedures and practices of the USDVA programs and benefits per Title 38 of the United States Code, to include eligibility for same.

2. Thorough knowledge of procedure and practices of the USDVA concerning filing for veteran benefits.

3. Thorough knowledge of evidentiary documents to establish eligibility for veteran programs and benefits and a thorough knowledge of where and how to obtain same.

4. Thorough knowledge of Title 59 of Ohio Revised Code and its application toward the operation of the Veteran Service Office and Commission.

5. Knowledge of other Federal, State, and Local legislation concerning veteran benefits and programs and eligibility and filing procedures for same.

6. Establish and maintain timely access to pending legislation concerning changes to veteran benefits and/or programs at the Federal, State, and Local levels.

7. Ability to communicate clearly and effectively in both written and oral form.

8. Maintain a working knowledge of computer systems to be able to enter and retrieve information about individual Veterans accurately.

9. Develop and maintain effective working relationships with USDVA, ODVS. Commission members, associates, veteran service organizations, other service agencies, clients and the general public.

10. Ability to operate standard office equipment.

11. Ability to conduct personal interviews with clients to determine adherence to eligibility requirements and possible eligibility for programs other than veteran related such as Welfare, Social Security and etc.

12. Knowledge of eligibility requirements for other than veteran programs and services.

13. Ability to deal effectively with clients of all social and intellectual backgrounds and emotional and mental impairments.

14. Ability to recognize and defuse potentially violent situations and personalities.

15. Knowledge of accounting and basic bookkeeping practices.

16. Ability to follow written instructions.

17. Ability to control expenditures within established budgetary guidelines.

18. Knowledge of standard office practices and procedures and maintain adherence to same.

19. Thorough knowledge of Ohio and Huron County requirements of the Veteran Service Office and implementation of same.

20. Knowledge of Ohio law as regards records creation and retention and the public’s access to same.

21. Knowledge of Ohio law as regards meetings of public bodies so as to advise the Veteran Service Commission on these laws.
